Carpet area is the actual floor area you can walk on inside a flat, measured from the inner face of one wall to the inner face of the opposite wall, excluding the area occupied by walls themselves. Under the Real Estate (Regulation and Development) Act, 2016, RERA, Indian developers are legally required to quote price per square foot on carpet area, not on super built-up area, and carpet area is typically 65 to 75 percent of the super built-up area quoted in older marketing material.

What is carpet area?

Carpet area is the net usable floor area of a flat or unit — literally, the area you could cover with carpet. It is measured from the inner face of the walls enclosing the unit, so it excludes the thickness of external and internal walls, but includes the area of balconies and verandahs where usable exclusively by that unit, as defined under Section 2(k) of the RERA Act, 2016. It does not include common areas such as lift lobbies, staircases, corridors, the clubhouse or the compound, and it does not include the area occupied by the unit's own walls.

How is carpet area different from built-up area and super built-up area?

Before RERA, developers commonly marketed and priced flats on super built-up area, which let two projects with the same quoted per-square-foot rate deliver very different amounts of actual usable space depending on how much common area ""loading"" each building carried. This is exactly the ambiguity RERA's carpet-area mandate was designed to close.

Why does RERA require pricing on carpet area?

Before the Real Estate (Regulation and Development) Act, 2016, came into force, buyers had no reliable way to compare the actual usable space they were paying for across projects, because ""built-up area"" and ""super built-up area"" were not standard, legally defined terms and their loading factors varied by developer. RERA fixed this by defining carpet area precisely in the Act itself and requiring every registered project to quote its price per square foot of carpet area in marketing material, brochures and the agreement for sale. A developer who under-delivers the promised carpet area is liable to refund the buyer proportionately with interest, and in some circumstances the buyer can seek to withdraw from the project altogether.

What is a typical carpet-to-super built-up ratio in India?

Most Indian residential projects deliver a carpet area of roughly 65 to 75 percent of the quoted super built-up area, a figure often called the loading factor (super built-up divided by carpet, minus one, expressed as a percentage — so a 40 percent loading means carpet area is about 71 percent of super built-up area). High-rise projects with extensive amenities, wide corridors and large lobbies tend to carry higher loading, meaning a lower carpet-to-super ratio, while simpler low-rise or mid-rise projects with less shared infrastructure tend to load less.

How do you verify carpet area before buying?

Ask the developer for the RERA registration number and check the project's carpet area disclosure on the state RERA authority's website — this is a public filing, not marketing material, and is the legally binding figure. Compare the quoted carpet area rate (Rs per sq ft of carpet area) across projects rather than the super built-up rate, since a project quoting a lower super built-up rate but with heavier loading can end up more expensive per usable square foot. After possession, an independent measurement of the actual delivered carpet area against the agreement figure is worth doing before final payment, since even RERA-registered projects occasionally deliver a shortfall that only manual verification catches.

Does carpet area include the balcony?

Under the RERA definition, carpet area includes the area of any balcony or verandah for the exclusive use of that unit, which is a change from how many developers historically treated balconies (often excluding them from carpet area and loading them into the super built-up figure instead). This detail is worth checking explicitly in the agreement for sale, since it directly affects how the quoted carpet-area rate compares across projects with different balcony sizes.

How does carpet area relate to estimate and costing?

Carpet area is the figure used to compare flat prices, but it is not the figure most contractors use to quote a construction or interior fit-out cost, which is usually based on built-up area or a specific scope of work rather than carpet area alone; a quantity surveyor preparing an estimate for interior work will typically work from the actual room-by-room carpet dimensions rather than a single blended carpet area figure, since flooring, painting and tiling quantities depend on the layout, not just the total usable area.
